The head of NCOC appreciates Sindh’s move to relax restrictions and calls for further restrictions

On Saturday, Federal Minister of Planning, Development and Special Initiatives Asad Umar praised the Sindh government’s measures to ease coronavirus restrictions, but believed that these measures were not enough.

“The decisions made yesterday, especially those related to industry and transportation, need to be re-examined. We have put forward our views yesterday and today, and on this basis we have announced some amendments. This is a welcome sign. But it needs further modification,” he wrote.

The minister was referring to the Sindh provincial government’s announcement of a nine-day lockdown following the surge in COVID-19 cases in the province, and later changes to the province’s original order to make it easier for people.

Omar said that Pakistan’s smart blockade strategy to protect people’s health and employment is “acclaimed worldwide”.

“Such a decision was made after careful scrutiny of ground reality,” he said.

The Federal Minister said: “These decisions are made through a platform where all federal, civil, military and provincial agencies are present.”

The head of the NCOC stated that after a year of performance, there is no doubt that the operation of the forum is “free of political prejudice” and made decisions that are most in line with national interests.

The Federal Minister reminded everyone that the NCOC made its decision after consulting with the provinces, so the country was able to defeat three waves of COVID-19.

He said: “If each province relies on its own resources and makes decisions without consultation, then this is impossible,” he said. Without teamwork, it is impossible to defeat COVID-19.

The Federal Minister hopes that the Sindh provincial government will further consult the NCOC on its decision at the meeting tomorrow, and will subsequently formulate a strategy that can protect the health and work of citizens.

NCOC on restrictions

Later, NCOC pointed out in a statement that the Sindh provincial government implemented a number of restrictions between July 31 and August 8. During this period, the exempted industries should operate in accordance with SOPs.

NCOC stated that flight operations will continue to be consistent with the previously announced SOPS; railways will be operated at 70% capacity; employees working in the public sector will be reduced to a minimum, while Pakistan Stock Exchange and other related services will continue to operate as usual .

Sindh Province Amends the Blockade Order

The Sindh provincial government announced earlier in the day that it had amended certain decisions as part of the lockdown order.

The revised decision on the lock-up period is as follows:

Dairy, bakery

According to the revised order, the closing time of some basic services is restricted to 6 pm to 6 am, which will no longer apply to dairy products, dairy shops, bakeries, and dairy products and milk transportation vehicles.

Delivery

Similarly, there is no time limit for door-to-door delivery under restaurants and e-commerce, but all staff and those traveling in transportation vehicles/delivery vehicles should be vaccinated and carry a vaccination card to accept law enforcement inspection personnel.

Mount

Rear seat riding restrictions have been removed.

Industries other than export industries

Industrial facilities/locations related to manufacturing/production of basic services other than export-oriented industries can also play a role.

This depends on the owners, CEOs, and supervisors to provide evidence to the relevant deputy commissioners to prove that all employees and management have been fully vaccinated (except those with legitimate medical reasons).

The owner must obtain the permission of the deputy director to operate the relevant industrial unit.

Fertilizer, pesticide store, warehouse

Fertilizer and pesticide shops and warehouses or warehouses are also not restricted, provided that all employees have been vaccinated and the owner or manager displays such certificates in a clearly visible place.

Small public transportation

Small vehicles used for public transportation such as taxis, rickshaws, and Qingqi are allowed to travel within the urban area.

These vehicles can only carry passengers exceeding the prescribed capacity.

Large-scale public transportation

Large-scale public transportation such as buses, minibuses, and trucks can also operate within the city, but only to and from the vaccination center.

The owner or manager shall obtain the provisional revised route permit from the relevant authority of the Ministry of Transport and Public Transport of the Sindh Provincial Government, and the department shall issue such route permits in consultation with the relevant authorities of the Health Department of the Sindh Provincial Government.

In addition, the passenger capacity of these public transport vehicles shall not exceed 50% of their prescribed capacity.

All staff of such vehicles must also be fully vaccinated and carry a vaccination card with them.

A private car can carry more than two people

The restriction on the maximum number of two persons in a private car will be lifted.

However, the number of passengers in the above-mentioned vehicles is limited to the prescribed capacity of the relevant vehicle.
