Sindh province amends police rules; arrests based solely on the flight information region are not allowed

Karachi: The Sindh Cabinet approved the amendment to Article 26 of the Police Regulations of 1934 on the recommendation of the Chief of Police. The purpose was to prevent the police from making arrests just because of the registration of the First Information Report (FIR).

On Saturday, the amendment was approved at a cabinet meeting chaired by Chief Minister Sind Said Murad Ali Shah.

Provincial ministers, consultants, chief secretary, director of the Planning and Development Department and other relevant persons in charge attended the meeting.

The amendment means that police officers must collect credible evidence of the suspect’s involvement in the crime and obtain the approval of senior police officers before making any arrests.

The police told Geographic News Put pressure to arrest nominees in FIR and register false cases for this purpose.

Police officials said: “This amendment will prevent the arrest of innocent people and will also reduce the burden on the courts.”

They said that there is also a court ruling that stipulates that during the preliminary investigation, arrests are not necessary in every case.

The senior police officer said that with the amendment, even the police cannot abuse their power.

Senior officials said that the police “department” is currently being formed, after which the rule will come into effect.

They said: “A proposal has also been made to allow bail in certain cases.”

The cabinet meeting also made other important decisions, including the transfer of four Karachi Municipal Corporation hospitals to the health department, the purchase of reflective license plates for vehicles, the reduction of cotton fees charged by the excise tax department, and a bill to protect medical staff.

Development budget

Regarding the expenditure on the development budget for 2021-22, the Cabinet was informed that it has reached 329.02 billion rupees, including 222.5 billion rupees for the provincial annual development plan, 71.16 billion rupees and 550 million rupees for foreign project assistance. 36 billion is used for federal PSDP appropriations.

The Chief Minister stated that in the first quarter of the new fiscal year, 603 plans worth 140.98 billion rupees will be completed, and he instructed cabinet members to personally monitor their timely implementation.

He added that in the second quarter of this fiscal year, 269 plans of 19.572 billion rupees will be completed, and 162 plans of 425.61 billion rupees will be completed by the end of the third quarter.

Shah said that 1,669 new plans have been launched with a value of 837.16 billion rupees, so the department must focus on these plans in order to complete them on time.

Ministry of Health takes over four KMC hospitals

At the request of KMC, the provincial cabinet approved the proposal of the Sindh Ministry of Health to take over the four healthcare institutions of Karachi Municipal Corporation-Gizli Maternity Hospital, Sobraj Maternity Hospital, Ghazdalabad General Hospital and Southern District and Randy Medical Center are in Korangi District — and their employees because of their efficient operations.

It was learned at the meeting that KMC spent approximately Rs 800 crore on the operation of these medical facilities, but they were unable to operate normally due to financial problems.

It was further learned at the meeting that KMC could not even pay its employees in time.

Shah said that the provincial government will not take 800 million rupees from KMC to operate the hospital, and his government will allocate an additional 6.03158 billion rupees to the Ministry of Health to operate the KMC hospital and provide the local people with the best medical facilities. . that area.

The cabinet also instructed local government departments to select more sanitation facilities of local agencies, especially sanitation facilities of district councils, so that they can also be handed over to the health department for normal operation.

Consumption tax reduction and exemption of cotton fees

The Ministry of Agriculture told the Cabinet that the cotton fee charged by the consumption tax department in 2019 will be increased from 10 rupees per 100 kg to 20 rupees. It was pointed out that the Punjab Provincial Government is charging 10 rupees per 100 kilograms of cotton.

After detailed discussions by the Cabinet, the cotton fee was reduced from 20 rupees per 100 kilograms to 10 rupees.

Reflective license plate

The consumption tax department also detailed the reflective license plates of various vehicles to be produced by the National Radio and Telecommunications Corporation (NRTC).

After thorough discussion and deliberation, the Cabinet approved the proposal of the consumption tax department to negotiate with the NRTC on the procurement of reflective license plates for all types of vehicles.

The chief minister instructed the excise department to expedite the processing of the matter in order to issue secure license plates to vehicles in the province.

Act to prevent violence against medical staff

In order to protect and prohibit violence against medical service providers and prevent property damage or loss of medical service facilities, the Provincial Cabinet passed a bill called Sindh Medical Service Providers and Facilities (Prevention of Violence and Property Damage) Act 2021.

The bill stipulates that no person or heir of a patient shall be allowed to provide wrong treatment or negligent care of the patient as an excuse to torture, harass or improperly handle medical staff or related hospital staff.
