He said that only one place in Karachi, Liaquatabad, paid more taxes than the total tax collected from the entire city of Lahore, but even so, the new Sindh provincial government’s budget did not include it. Muttahida MPA stated that although 10 years have passed, the government has failed to establish medical schools in Korangi, Hyderabad and Mirpurkhas. He said that their political party has obtained federal government approval to build a university in Hyderabad, but the chief minister has been reluctant to provide land for this purpose.

Jameel claimed that the government did not spend a penny to upgrade a university in Hyderabad to a university. He further claimed that the government collects Rs 4,000 crore from Karachi every year in the form of taxes, while provincial government officials collect the same amount from the city in the form of bribes.

He said that the conditions of Karachi citizens have become so bad that people have launched a donation campaign to repair the malfunctioning water supply lines in their residential areas. He said that the federal government has been providing funds to establish a 20-year-old bulk water supply plan for Karachi K-IV because the Sindh provincial government has not taken any measures to fulfill its obligations in this regard.

“The Sindh government should no longer disturb the people of Karachi, otherwise we will have to say that this parliament no longer belongs to us,” said the leader of the MQM parliament.

He said his party rejected the budget. “There are no local rulers and officials in Karachi, and we will continue to protest,” he said. Jameel stated that the Karachi development plans included in the new budget have no real value because they are included only because CM can mention them in his budget speech.

Another opposition MPA Firdous Shamim Naqvi from Tehreek-e-Insaf in Pakistan said that the education sector in Sindh has been in chaos. He said that the province’s infant mortality rate is also the highest in the country, and the annual growth rate has dropped to only 4%.

He claimed that Sindh’s governance system was based on corruption and caused widespread damage in the province. He said the government has been treating Karachi unfairly.

The PTI lawmaker stated that CM stated in his budget speech that the development plan of 109 billion rupees was included in the new budget, but these plans were not mentioned in the budget statement. He added that Karachi lacks a fully functional primary health care unit and the city lacks an appropriate governance system. PTI lawmakers stated that the provincial government failed to even establish a garbage transfer station in Karachi, and Sindh did not provide functional rescue services to the public. Naqvi said that the Sindh provincial government has not announced a new provincial finance committee award since 2007.

Speaker Agha Siraj Khan Durrani revealed that no opposition legislator in the House of Representatives submitted any proposal for budget cuts for the upcoming fiscal year in the House of Representatives, and the deadline for this purpose has passed. The failure of the opposition to submit any motion to cut provincial budgets is very unusual and runs counter to the established traditions of parliament.
